His parents came from the towns of General Teran and Montemorelos, and one fine day they decided to travel to the State Capital in search of greater opportunity for their children’s future.
During his childhood he lived in a small house on Vallarta street right in the middle of the city.
He is the first of seven children. As a young person he lived in a family environment where he was able to see that his parents’ responsible, honest work was the best legacy he could have received.
Thanks to several scholarships he received, he went to elementary and middle school at the French-Mexican School and high school at the Centro Universitario Franco Mexicano (CUM).
In 1965 he began Law School at the Nuevo Leon Autonomous University.
At the age of 21 he got his law degree and worked as a trial attorney specializing in civil and business law.
Later, through assistance received from the National Council for Science and Technology (CONACYT), he was able to do his post graduate studies in Paris, France where he received a master’s degree
From the International Institute for Public Administration and a doctorate degree in Political Science.
He graduated with great honors from the University of Paris.
