Governor Osuna Millan is a native of Agua Caliente de Garate in the Municipality of Concordia in the State of Sinaloa. He was born on December 10, 1955 and received his bachelor’s degree in Economics from the Autonomous University of Baja California (UABC) with a master’s degree in Industrial Economics from Mexico’s National Polytechnic Institute.
Osuna Millan has written articles and essays that have been published in several magazines such as Federalism and Development in Banobras, The Economist, Ciclos, etc. He has specialized in economic research as a result of his broad experience as an economics professor at UABC’s School of Economy and of the National Polytechnic Institute’s Graduate Student Section. He has also been Assistant Dean at UABC’s School of Economics and Dean of UABC’s Institute of Economic Research.
His broad experience in public service makes it possible for him to have a comprehensive perspective of the economic activity in the city of Tijuana, as well as the State of Baja California. Governor Osuna Millan is very knowledgeable as to the most important issues being discussed throughout the country.
